At several hundred years old, Kasimir has borne witness to the gradual decline of Strahd’s domain. His history remains shrouded in mystery, but he now resides amidst a community of Vistani and his fellow dusk elves. Kasimir has had a troubled life helping his people survive in Barovia. It was due to his leadership that his people stoned to death his sister, Petrina Velikovna, rather than allow her to become a concubine of Strahd von Zarovich. This lead to Rahadin killing all the other female Dusk Elves, thus dooming his people.
Kasimir was the subject of one of Madam Eva's Tarokka readings for the Curse of Strahd Party. They were to meet with a dusk elf among the Vistani, and if they gave him their aid he would in turn give them his. When the Curse of Strahd Party arrived at the Vistani Camp, Ashley saw a dusk elf watching them entered.
Bio: He had a sister, Patrina, who Strahd fell in love with. After Patrina died, Strahd took vengance on the people who he felt had deprived him of his love; he killed all the dusk elf women, and cut off Kasimir’s ears. In Curse of Strahd, during my current playthrough of it (with me as the DM) the NPC Kasimir is the party's ally ("Strahd's Enemy"). It says throughout the adventure (whenever Kasimir is mentioned at all) that he: wants to travel to the Amber Temple, if the PCs are willing to help him do this, and track down the Dark Gift that will allow him to resurrect his dead sister, Patrina.

A mutilated and grief-stricken dusk elf, Kasimir has been trapped in Barovia since the elves’ surrender to Strahd’s conquering army. He lives in the small circle of dusk elf shacks located by the Vistani Encampment near Vallaki.

He appears to be the wounded elf mentioned in the Tarokka Readings, but doesn’t believe the party is strong enough to stand against Strahd or to “see his dark dreams fulfilled.”. The party met Kasimir and found him to be reserved, but knowledgeable about many things.

He was also sure that the second card spoke of Kasimir Velikov, a dusk elf living outside of the town.

A little "bug" report regarding the stat blocks of several NPCs/Monsters of the Curse of Strahd adventure module. Kasimir Velikov is missing resistance to cold damage which he gains from wearing a ring of warmth. Kiril Stoyanovich's stat block is missing the "40 ft. in wolf form" entry under Speed, and his Perception should be +4, not +2.
